Bates Appointed Interim Director of Public Works

City Manager Sam Listi has appointed Matt Bates, current Director of Parks and Recreation, as Interim Director of Public Works. Bates is replacing Angellia Points, who recently resigned after seven years with the City, and is moving to Missouri, following her husband’s change of command from Fort Hood. Points’ last day will be July 16, 2021. ?
“Matt is well prepared for this role,” Listi said. “His management and people skills will be a good fit in the Public Works Department during this transition in leadership.”
An employee at the City of Belton for nearly nine years, Bates has served in a director level position for seven of those years. Under his leadership the Parks and Recreation Department has expanded and received statewide accolades. His accomplishments include:
  • Expansion and enhancement of Parks and Recreation events and programs
  • Reopening of Miller Springs Nature Center in partnership with the City of Temple and U.S. Army Corps of Engineers
  • Heritage Park expansion
  • Parks Master Plan development
  • Awards for conservation, legacy, and marketing
  • 2019 Citizen of the Year (Belton Area Chamber of Commerce)
  • Certified Park and Recreation Professional (National Recreation and Park Association).
  • Completion of Texas City Management Association’s (TCMA) King Cole series on the fundamental responsibilities of city management.
  • TCMA Ethics Certification
Bates has a Bachelor of Behavioral Science in Sport, Fitness and Leisure from Hardin-Simmons University and a Master of Education in Sport Management from Angelo State University.
