2022 Billing Changes

Overview
On Oct. 1, 2022, a new rate structure was implemented for City of Belton water and wastewater services. In addition to the new rate structure, the base and volumetric rates for sewer service have been adjusted. The additional revenue generated from the adjustment to the rates will help pay for increased operational costs and be applied toward $28 million in capital projects over the next five years.

Water Rates
Under the new water rate structure, properties with larger meters will pay higher base rates. This assures that customers pay for the availability of large quantities of water that may be needed in a short amount of time.

The previous water rate charged a base fee, which included the first 2,000 gallons. Customers who used more than 2,000 gallons paid $3.70 per 1,000 gallons. These fees will not change for 90 percent of Belton water customers, since most residential water meters are less than 1-inch.

Customers with separate meters for irrigation will no longer pay a monthly base fee for that meter, however, the sprinkler volumetric rate will increase to $4.12 per 1,000 gallons.

Water services provided outside the city limits will continue to be charged at a rate of 1.25 times the rate within the city.

Sewer Rates
The rate structure for sewer service did not change, however, both fees have increased. Wastewater services provided outside the city limits will continue to be charged at a rate of 1.25 times the rate within the city.

Bill Calculation
With the new rates, a typical residential customer who consumes 7,400 gallons of water will be charged $93.73 for water and sewer service instead of $77.98.  The bill is calculated as shown below.  The base charges are higher for larger meter sizes.  Sprinkler meters will not be charged a base rate.

Conclusion

The rate structure for water considers the impact large meters have upon water supply resources and assesses customers a fee for the ability to access water more quickly than other customers.

Wastewater fees are increasing for the first time in four years to support infrastructure expansion costs.
