Employee Benefits

City of Belton provides a comprehensive health and welfare package, which includes:

  • Employer paid employee medical
  • Dental
  • Basic life insurance  
Voluntary additional employee and spouse life insurance is available at the employee's expense. Optional supplemental benefits are available, including short term disability, accident, cancer, critical illness and permanent life. Employee deductions of 5 percent to Texas Municipal Retirement System (TMRS) is mandatory, with optional participation in ICMA-RC, a 457 deferred compensation program.  An Employee Assistance Program is offered through UTEAP at no cost to employees.

Scott and White Health Plan (Medical)

The City offers employee health insurance and prescription benefits through Scott and White Health Plan. The City pays 100 percent of the employee premium. Additional family coverage is offered at a cost to the employee. Benefits become effective the first of the month following the date of hire.  The City offers employees a BaseMid, and HDHP plans from which to choose. Employees are encouraged to sign up on the Scott and White Health Plan site at www.swhp.org to better manage their personal medical care.    

MetLife (Dental)

The City offers employees dental insurance through MetLife. The City pays 100 percent of the employee premium. Additional family coverage is offered at a cost to the employee.  Benefits become effective the first of the month following the date of hire. The City offers employees a low and high plan, from which to choose.  Employees are encouraged to sign up on the MetLife site at www.metlife.com/mybenefits to better manage their personal dental care. 

Lincoln Financial Group (Basic Life and Voluntary Life)

The City pays 100 percent of the premium for employee basic life insurance through Lincoln Financial Group. Additional life insurance may be purchased for employees and their family members, at a cost to the employee. Life and Accidental Death and Dismemberment are both offered.

UTEAP (Employee Assistance Program)

The City provides employee assistance through University of Texas Employee Assistance Program. The program integrates elements of traditional employee assistance and work-life programs with health information lines available for a comprehensive set of resources. Members are connected with a single point of contact who guides them to clinical, wellness, financial, legal or counseling resources, 24 hours a day, seven days a week. You can visit their website at www.uteap.org.  Information is also available in a brochure.

Texas Municipal Retirement System (TMRS)

The City offers a retirement plan through the Texas Municipal Retirement System. Employees are required to contribute 5 percent of their salary every pay check to their personal retirement account. The City matches employee contributions 2:1, and the employee is vested after 5 years of employment. In addition, we are a 20-year City, which means employees may retire after 20 years of service, or at the age of 60, whichever comes first.  We encourage employees to signup for My TMRS on the TMRS website at www.tmrs.org , in order to personally monitor their retirement investment.   
 
ICMA-RC (Optional Retirement)

In addition to TMRS contributions, employees may choose to voluntarily invest in other retirement accounts to include a 457 deferred compensation plan with ICMA-RC.

Optional Supplemental Benefits (Combined Benefits Group)

The City offers supplemental benefits including short-term disability, accident, cancer, critical illness and permanent life.  These are available to employees and their family at a cost to the employee and are strictly optional.

Wellness Program 
To promote employee health, wellness and morale, the City encourages employees to participate in a voluntary Gym Membership Reimbursement Program. 

Vacation

All regular full-time and part-time employees are eligible to use vacation after completing their initial new employee evaluation period of six months. Vacation leave is earned and credited according to a vacation accrual schedule based on each completed month worked.

Sick Leave
Full-time and part-time regular employees are eligible to use sick leave after completing one full month of employment. Sick leave is earned and credited according to a sick accrual schedule for each completed month that is worked.
